Is it possible to create a menu at runtime?

Is it possible to create a popup menu (or similar, ie a list) at runtime? I want to read a text file which will contain a number of lines which will represent the menu items and create a menu accordingly.

You can certainly create/edit menus at runtime and pop them up from a mousedown handler (see 'new', 'insert', and 'popup' in the language guide), but the simplest way to do this would be to use the 'popupMenu' XFcn in Xtend.
